Mr. Pennycuff grew up in Indiana, where school levies do not exist. Can you imagine? No school levy campaigns! It is possible. However, that is not necessarily on the radar for Ohio at this time.&lt;br /&gt;Barbara Mattei-Smith, a veteran of the school funding conundrum since before the DeRolph case  (http://www.ohiohistorycentral.org/entry.php?rec=2055), gathered with eighteen members of the Ohio School Board Association board of trustees from all across the state this morning in Columbus to discuss possibilities in regard to school funding. Mattei-Smith defined the overarching goal as "Preparing children so they leave their k-12 education ready for the next stage of life - be that post-secondary educaion, a career, etc." She named three principles which will be followed in reaching that goal: 1) Student-centered, recognizing different needs (ESL, special ed, gifted, etc.) 2) Resources must get to classroom (classroom is broadly defined) 3) Resources must recognize multiple systems of delivery (traditional, online, charter, ESC, voc ed, etc.)&lt;br /&gt;Top Ten Key Issues raised in response, by various members of the Board:&lt;br /&gt;1) Early childhood education is key. It is not enough to have k-12 education. Even extreme fiscal conservatives note that research demonstrates a cost-savings - when money is invested into very young children, much more money is saved later.&lt;br /&gt;2) Unfunded mandates need to be severely limited. These are difficult for school districts.&lt;br /&gt;3) There is a sense of partisan politics wreaking havoc on education from all sides. &lt;br /&gt;4) Competition results in winners and losers - and do we want any of our children to be losers? (this is a quote from Diane Ravitch)&lt;br /&gt;5) Labor unions have made concessions in order to balance education budgets (via Bob Vasquez, with Toledo public)&lt;br /&gt;6) Local schools are funded for students who then go to charter or private schools, and the local schools end up paying more than what they are given from the state, resulting in a net loss for the district.&lt;br /&gt;7) Inflationary growth should be added into the model.&lt;br /&gt;8) The model will not be perfect, and should include a mechanism for continued monitoring regardless of which political party is in control in Columbus - continuity is key.&lt;br /&gt;9) Foreign language should be taught in elementary school.&lt;br /&gt;10) Schools should have longer days, and more days in school. This is what is happening in other countries.&lt;br /&gt;&lt;br /&gt;This is plenty of food for thought for now. Ms. Mattei-Smith agreed to take the ideas of the Board under consideration, and return with a model for school funding. I will keep working and keep everyone posted. I thought I would offer up some current information in relation to the ESC and to OSBA (Ohio School Boards Association).&lt;br /&gt;&lt;br /&gt;First of all, a name change is coming. It was planned for this summer, but because we do not yet know what our new role will be and what statute will require under Gov. Kasich, we are postponing it until January. The planned name was the ESC of Lake Erie West, to better express our services across the region. We will see if this is the final name, or if it needs to be amended.&lt;br /&gt;&lt;br /&gt;Secondly, I learned a great deal at the NSBA conference, as always ~ one topic we covered was "School Board Self-Assessment." While our board functions well (I was naively shocked at some of the horror stories I heard from other boards), having this protocol in place would protect against future issues. I have been tasked with looking into possibilities for self-assessment, and will report back at the May meeting.&lt;br /&gt;&lt;br /&gt;At the state level, there is of course a brouhaha over SB-5. As a Board, the ESC passed a resolution against SB-5, (4-0, with Joe Rutherford absent). While the OSBA has offered proponent testimony, the outcry from school board members, including officers and the Board of Trustees, was significant. OSBA is not supportive on SB-5 as it is currently written.&lt;br /&gt;&lt;br /&gt;This weekend I will attend the Board Leadership Institute in Columbus, where more information will be gathered. At the organizational meeting, officers were elected: Karen Krause, President, and Michael Dansack, Vice-President. Additionally, we set the meeting dates and times through August, all of which will take place at the Collingwood Center, 2275 Collingwood in the new conference room. The dates and times follow: 2/8, 5:30 PM; 3/8, 5:30 PM; 4/19, 5 PM; 5/10, 5 PM; 6/14, 5 PM; 7/12, 5 PM; and 8/9, 5 PM. We recognized outstanding educator Maria Braknis, and learned more about the teacher residency program... teachers in Ohio will, as of January 1st, move to a four-tiered progressive licensing system: Resident Educator, Professional Educator, Senior Professional Educator, and Lead Professional Educator. We plan to coordinate a region-wide food drive as a part of this conference. I will serve as regional president this year, and in keeping with our focus from last year when we sponsored "Lifting up Lake," we will continue to develop a humanitarian approach to our organization, seeking to be servant leaders.&lt;br /&gt;We approved the acceptance of two grants, both of which have increased from 2010 levels: Early Childhood Special Education/IDEA, in the amount of $68,803.33, and Motorcycle Safety, in the amount of $138,791.17. &lt;br /&gt;Although our fiscal year won't be over until June 30th, we continue to operate in the black, and anticipate that because of careful budgeting and resource management, this will continue through the end of the fiscal year.&lt;br /&gt;Our organizational meeting for 2011 will be held at 5 PM at the Collingwood Center; we will elect our officers for 2011 and set our meeting dates. Those dates will be published here, and as we will be launching a new website in mid-2011, the  dates will appear on the website as well. Important decisions should be made in a public forum. The governor should offer the minority to have input into the process, but I see rep Carey laughing here, so I will ask how he can offer more opportunities&lt;br /&gt;&lt;br /&gt;Carey: the last budget became very difficult for everyone - people become very passionate during this process - there are arguments in the caucus - when people have limited resources...people should be allowed to have their say and be respectful;no one will get their way 100%. I think the minority should be respected and included - probably every member of my caucus has been mad at me more than once... but that is why we're here, we have to talk about the issues and be respectful, learn what is important to my colleagues...&lt;br /&gt;&lt;br /&gt; Pari Sabety: HB 119 was the Strickland budget that passed with only one dissenting vote...everyone has a different view... views are not right or wrong, they are views...that is why we live in a democracy. The budget sometimes becomes arms in an ideological battle and that does not foster progress, but impedes it. The next successful facet to bipartisan governing - all three branches - we are brought here to serve our public and our public expects us to deliberate together with common sense and come forth with a solution that may be painful for some, less painful for others, but moves us forward in a positive direction. Pari: we have to make hard choices... I don't think people understand how dependent they are on the state government&lt;br /&gt;c $1 out of every $6 spent on healthcare in this state is spent by the state of Ohio. It is a devil's choice you must make as you walk through the budget process.&lt;br /&gt;&lt;br /&gt;Casino question: What effect does this have?&lt;br /&gt;Sykes: We don't have an estimate of how much money will be generated. &lt;br /&gt;&lt;br /&gt;J. Pari: there are as many estimates of the size of the budget hole as there are people in the room. The size of the hole depends on your assumptions - what matters, what you want to invest it, and how you are going to live within your means. This will be decided in the next two months. The message from my presentation is to say that the risks we were dealing with in HB1 - those risks, those shifting sands are gone. As a result of this election we have a mandate to cut - Schools need to prepare for a 10-15% cut...&lt;br /&gt;&lt;br /&gt;J. Pary Sabety (Director Ohio Office of Budget Management): We are on a sound fiscal course - to end the suspense, let me tell you where we are today: over the biennium we are absolutely on track and our economy is making progress. There are no secrets. When we began this administration (Strickland and two years ago) we had a mix of bad (red) yellow (caution) and green (good). Now we are all green with one yellow... our revenue is on track. We have been doing well since September 2010, solid. We are moving out of the recession which we were in 2008-2009... started to improve in January 2010. We are turning over an economy and tax system that is starting to perform well.  Pink slips aren't flying the way they were. Ohio unemployment down 6 mos. in a row, one of only 8 states that can say that.&lt;br /&gt;In January of 2011 jobs should start to pick  up. This will, however, be at a slow pace.  Traffic growth on turnpike has been 5.6%... meaning more trucks are on the road. Moody bond  rating  said that After months of recession, Ohio is back on path to recovery. This administration is handing over a stronger economy to this new administration.&lt;br /&gt;Vernon Sykes (D-44th district): Chair House Finance and Appropriations Committee&lt;br /&gt;I am proud of what we did ~ we only wanted to prop up the budget for a short term with one-time money to make sure that all had access to the services they need. And I am glad to say this is working. We are above expected revenues and below expected expenses. It is unfortunate, though, that this was not fast enough for the election. I teach at Kent State University - usually an election is a report card on how we are doing - but I am proud of our accomplishments. I am hopeful that before the end of this month we can make some recommendations to the new general  assembly. Now you know, people trust us to govern - but we shouldn't misuse that trust by keeping them out of the process. I sponsored the open meeting legislation - but now we are going back to closed meetings. We need transparency. I am hopeful that in this coming session we will have media advocacy to open up the finance committee. I'll offer up some thoughts about the election...the Republican party is strong because of Kevin's leadership,  which makes us as democrats fight harder and be better. There are more democratic officials in Ohio at the local level than there have been in 50 years. The legislature. Between now in 2012 we will work to elect more democratic city councilpeople across the state...we will work to build upon what we learned on Tuesday. Obama won 22 Ohio counties and won Ohio. Strickland won 26 Ohio counties, but the shades of blue where lighter; that was the difference. The majority of those votes are in Northeast and rural Northwest Ohio. With Sarah Palin as the nominee who will be running in 2012... well no one is more scared of that than Kevin DeWine. The same four states will open the presidential cycle in 2 years - the primary in Ohio will be in May. If you have a base of support like Governor Palin has, well, she can come out of those states and win. I believe and I know that Sherrod Brown is right - healthcare, auto jobs - these are the issues that will  help us win in two years. I will be here, reminding those that made the promises that now it is time to keep them. Income taxes have been cut in the last four years and we are not more competitive for it. But I know how it goes I have been there... and I wish you many more opportunities to be there. There are so many new fresh  faces that are coming to Columbus - this is the first opportunity to let the healing process begin and work on behalf of the 11.5 million people of Ohio. It is kind of difficult for me to put into words what happened on Tuesday. Chris and I have different styles, those of you who know me - I am not up here to be braggadocio, to pound my chest - what happened is seismic, this is bigger than 1994, bigger than anything they have experienced in their political lifetimes. Let's focus on what happened in Ohio. We defeated an incumbent gov. for the third time ever in the history of Ohio. I recognize Ted Strickland for coming here today. It speaks to the character of the man who  led this state for four years. We swept the statewide offices. We have the largest majority in the senate since 1967 (that was the year I was born). We won 13 of 18 US house seats. We kept all 3 seats on the Ohio Supreme Court. Picked up 23 county commissioner seats. Broke every volunteer record, turned out more voters than the ODP. Tuesday's victory for the GOP is deep and wide for Ohio government. We need to make sure we understand the lessons of this election. Voters have unhappy with what is going on in Ohio - the pendulum swings hard in Ohio. This is correction of the democratic overreach, a message to Barack Obama that you went too far. The independents left him. This is a rejection of the party in power rather than an embrace of the GOP agenda, to those who were elected, remember that please. Voters want checks and balances. State taxes are low, local taxes are high. Everybody is right, on the right and on the  left. We are one of only four states with municipal level  taxes. If you look at who is paying taxes: Ohio incomes have stagnated more than those in other areas. For those on the left: Ohioans didn't enjoy the good times in the 1990s. It didn't reach Ohio.&lt;br /&gt;How do we reduce programmatic expenditures, tax expenditures? There are innumerable solutions  (we have a book with resource to do this). &lt;br /&gt;The same solutions play out differently in different locations in Ohio. &lt;br /&gt;10-12,000 people brought in to prison system for less than 12 mo. terms. We need sentencing reform - can save 100 million dollars...but passing sentencing reform is a big deal. But you would have to do this 75-80 times over to fill the deficit.&lt;br /&gt;We need to protect education as a basic investment. We can do work on the Medicaid program... the people who will be cut are not low income mom and kids. 2 million + covered by Medicaid in Ohio - biggest insurer in Ohio. Insurance, hospitals, nursing himes, HMOs - they are prospering. There is room there to squeeze out money. &lt;br /&gt;You can take education cuts off the tables and not sink the ship. This is not the option that the most current election yields... but there is a difference between getting into office - by today's standards, Governor Rhodes is a flaming leftwinger.&lt;br /&gt;We need smart, wise and cool heads around that say look, there are real implications in people's lives... we are all in this thing together - there is no reason that anyone needs to get thrown out of the boat. Median household income increased, however... &lt;br /&gt;...contrary to what Zach said, taxes are a big problem. Private sector needs to be strong to support  government. State gov. workers make 25% more than private sector workers - pensions, benefits, healthcare. Pensions are a big problem. Police officers and firefighters - can enter pension at age 48 - they continue to work, but pensions continue to accumulate at 8% interest. They are public service millionaires... they can get pensions in excess of $100000 for the rest of their lives. This is nothing again police officers and firefighters...we obviously need them. The problem is with pension at all levels of govt. We recently had a woman go to work for Ohio State - she made around 86,000 but now makes over 300,000 - now her pension will be over 200,000 because it is calculated from highest three years. We have a lot of double dippers even in our state legislature. They are also collecting pensions in addition to salaries. Nothing like this exists in the private sector. Public sector pensions are not a reflection of reality. The Buckeye institute is dedicated to government accountability and transparency - we want Ohioans to know how their tax money is being spent.&lt;br /&gt;We need to take on unions, pensions, and the compensation  of government workers. Ohio is at a crossroads. Our problem is self-inflicted. Was this done to help  the Ohio economy? Didn't work. We see no (or few) benefits from tax cuts. People seem to see a connection between tax levels and economic development...look at the Dakotas - one has the highest and one has nearly the lowest income taxes... and economies are same. Tax structure is much less significant than often suggested. Forty year of state economic performance indicate no correlation between tax levels and economic performance. The share of taxes paid by business has dropped dramatically - from over 40% several decades ago to under 30% - has the roughly $8000 increase that the top  1% earning income people from Ohio (that resulted from the 2005 tax cuts) helped the economy?&lt;br /&gt;We have tax breaks for banks which are much greater than the entire corporate taxes paid by banks.&lt;br /&gt;We have state subsidies for taxes for property taxes... Governors Voinovich and Taft tried to keep these to go only so far... Husted tried... this is not a partisan issue.&lt;br /&gt;We have special breaks for special industries - for breweries, for instance. If they pay taxes early, they get a break. No one knows the purpose. We need to look at these things.&lt;br /&gt;There are 17 different tax breaks for commercial activity taxes. Some are for losses prior to 2005 - you can write that off against commercial activity taxes if you are abig company, not if you are a small tax. These breaks were given under the assumption that companies would pay other taxes (corporate franchise) which they are no longer paying - so why do they get the tax break?&lt;br /&gt;&lt;br /&gt;These are just a few examples. One-time income/expenditures go below the line - we do not count on them as recurrent. We do not want to become so focused on 2-year-cycle that we lose sight of longterm... look at Pennsylvania. Over 2000 vendors for office supplies... some selling at full retail price - so just bid out, get a single source - they saved 2 billion dollars. This is not rocket science but basic business best practices - sometimes we lose sight of this. What about healthcare? Employees have to share in the cost of health insurance. Wellness programs are helpful - if people participate, they pay less. Pension: addressed by other states and fed gov. - business recognizes that a defined benefit plan cannot be sustained. Why don't we create a two-tier? Defined contribution, 401k model, cap benefit, reasonable retirement age. &lt;br /&gt;&lt;strong&gt;Strategic planning needed &lt;/strong&gt;- longer look than a budget - bi-partisan group needed, from academia, business, etc. None of us like an 8 billion dollar surprise.&lt;br /&gt;&lt;strong&gt;Efficiency in government: &lt;/strong&gt;require performance auditing. Send a group in to look at a program or deptmt and see if they are using best practices and meeting constituent needs. Does not have to be political - &lt;br /&gt;&lt;strong&gt;Consolidation.&lt;/strong&gt; Trying to find another word for this. Want to consolidate backroom operations (accounts payable, etc. - more efficient)&lt;br /&gt;Superintendent of Orrville school is now superintendent of another district as well, with no increase in salary.&lt;br /&gt;&lt;strong&gt;Look at Revenue...&lt;/strong&gt; you won't find one line that solves the problem. For example, what is a township, but a surveyor's construct on which we have imposed a level of government? Does Ohio need 1300 townships? 33 of our 88 counties are losing sales tax revenues... bleeding across borders... counties are based on a model from the 1800s... how long it took to ride a horse to the courthouse. Does Ohio need 88 counties? How do we do revenue sharing across the boundaries? Economics need to be done on a regional basis... we need a regional approach. Collaborate and consolidate. State needs to incentivize and mandate sharing, regional business plans, 8.65 billion dollars on schools - 614 SCHOOL DISTRICTS! SHARED SERVICE AGREEMENTS AND REDUCED ADMINISTRATION NEEDED. Getting rid of bureaucracy...doing more with less. He tells us "we are employed by the status quo to be sure that the status quo continues - sorry, it is not going to continue" Are we going to manage the change or will the change manage you? Dr. Gee, you were mentioning the tone and tenor... &lt;br /&gt;--- we were used to distortions but the massive outright lies that we saw on every side - it is cancerous - if we don't find a bi-partisan way to deal with this. How do you allow free speech but exact a true, real penalty that will serve as a deterrent for this? The elections commission is impotent - it is a tool for people to go to to make a complaint.&lt;br /&gt;&lt;br /&gt;Gee: We are in a dangerous time, the world is very competitive, the Indians and Chinese are aghast at our lack of policy conversations and the lack of respect here... we develop policy by outflanking and outyelling at each other - how do we develop a much more civil tone, which then contributes to the solution? One of my campaign promises was to work to increase public awareness of the Lucas County ESC, and this blog, which I kept for over two years, was a manifestation of that promise. I intend to continue that public presence now, but with a twist: rather than simply posting on our happenings, I would like to invite questions to perhaps better assist the constituents I serve. Therefore, I ask you to ask away: What do you want to know about public education in Ohio? Charter schools? School funding? Academic requirements? The role of the ESC? Please know that I will do my best to research and answer your questions, although these are my personal answers, and certainly do not represent the opinions of the members of the Board or of the employees of the ESC in any way, unless directly specified. Let's talk taxes here, too. I know you have an opinion; let's hear it!&lt;br /&gt;&lt;br /&gt;No one likes taxes.&lt;br /&gt;No politician gets elected by enthusiastically proclaiming "I'm raising taxes!"&lt;br /&gt;Everyone has concerns - legitimate concerns - about wasteful spending of tax dollars.&lt;br /&gt;But right now, our local and statewide schools are hurting, badly. We need tax dollars to spend with discretion and accountability.&lt;br /&gt;In 1954, marginal federal tax rates for the highest earners were 91%! Marginal tax rates, of course, means that the tax rate applies ONLY to the amount of money earned over that level -on the first portion of the money, folks get taxed the same as everyone else who earns that money. &lt;br /&gt;Here's an example: the first  $8075 EVERYONE makes is taxed at 10%. If you make up to $34,000, then the difference between $34,000 and $8075 is taxed at 15%. Even for folks who make millions a year? &lt;br /&gt;35%.&lt;br /&gt;Right now, we have folks running for public office who are advocating the elimination of the state income tax. Each student writes, then reads, an essay explaining why the teacher was selected - a couple of boxes of kleenex are always needed when a six-foot-two high school senior honors his second grade teacher from a decade ago; this is why all of us involved with education do what we do.&lt;br /&gt;I was honored to just speak a few words at the beginning; the following is the text of the speech, which conveys my feelings toward those who teach...&lt;br /&gt;&lt;br /&gt;I would like to extend a very warm welcome this morning to all of the students, teachers, parents, and administrators who are joining us here today! I think I speak on behalf of the entire governing board of the Lucas County Educational Service Center when I say that this is a real highlight of our year;  it truly is an honor to have the opportunity to spend time with all of you, and to hear the amazing stories that you have to share.&lt;br /&gt;Now… because this is such an accomplished group of scholars, and because I have been preoccupied with the Ohio Achievements Tests this week, I thought it would be only fitting to start this morning off with a little quiz.&lt;br /&gt; This is multiple choice, so it shouldn’t be too hard.&lt;br /&gt;The question is: What is the single most important factor affecting student success in schools today?&lt;br /&gt;And here are your possible answers.&lt;br /&gt;A. The economic prosperity of the district.&lt;br /&gt;B. The educational level of the student’s parents&lt;br /&gt;C. The  commitment level of the Board of education&lt;br /&gt;D.  The readiness of a student when starting kindergarten&lt;br /&gt;So what do you think? &lt;br /&gt;Well, before you say anything, I want to tell you that this is really not a fair quiz because I didn’t give you the right answer as an option.&lt;br /&gt;The right answer, the single most important factor affecting student success, is not the economic prosperity of the school and has little to do with the board of education. Of course parents matter greatly, and kindergarten readiness is important, but the single most important factor is the quality of the teachers. &lt;br /&gt;Study after study proves that what matters most are those people teaching our kids. If we want our kids to succeed, we have to have great teachers.&lt;br /&gt;Clearly, we have a room full of great teachers here, and the successful students to prove it. I, for one, want to say a special thank you to every teacher in this room – thank you for those mornings when you got up before the crack of dawn, and thank you for those evenings when you stayed after the sun went down and it was just you and the custodian left locking up the building; for those weekends you gave up and those extra dollars you spent out of your own pocket, thank you. On behalf of our board, and the entire administration and staff of the LCESC, we thank you for being the reason why our students succeed. The first hour consisted of dozens of awards for outstanding students, as well as several staff members who received the "Job Well Done" award. While this sounds very general and somewhat bland, the reality of meeting these vibrant young people and hearing some of their individual stories is anything but - for instance, last night I met Richard Brown, a student at Springfield High School, who was chosen to be an honoree for involvement in extra-curricular activities. As he received his award, I asked him "What activities do you participate in?" and he responded "So many - I can't list them here, but I'll talk to you about them afterwards!" So of course I found Richard after the event, and chatted with him and his mom about his involvement in SHAPE, among other activities. Every student has a story similar to Richard's, or they wouldn't be there...we have such a strong group of young people in this area. It is truly a privilege and a joy to serve - I wish I could personally meet each student, and I am grateful for those I do get the opportunity to know a bit better.&lt;br /&gt;  The ceremony concluded with the recognition of the LCESC's first Master Teacher recipient, Tammy Mansfield. Eight teachers in area districts received this award, and each was recognized by their home district. The LCESC board and administration shares in congratulating Tammy - a permanent display to honor  all Master Teachers from the LCESC will be forthcoming at the 2275 Collingwood location.&lt;br /&gt;In community schools updates, the board heard that Summit Academies, which includes 23 community schools around the state, has hit numerous targets for fiscal and student achievement accountability during the past twelve months. The board has had Summit Academies under an "intent to suspend," forcing massive changes to the administration and conduct of the school. Those changes have happened; twenty-nine administrators have left, and the school went from being three million dollars in the red to being in the black. While the "intent to suspend" has not been lifted, the topic will likely be broached at future meetings.&lt;br /&gt;The LCESC supports our member districts with upcoming levies, and urges voters to support these difficult but necessary measures in order to sustain excellence in education for the students in this area. Huge funding reductions from the state have forced schools to make cuts, and without the passage of these levies, additional and damaging cuts will likely result.&lt;br /&gt;The National School Board Association annual conference will take place in Chicago from April 8-12, and I will be in attendance. The normal governing board meeting for the LCESC will be held a week later than usual due to Spring Break - the date is April 20th, at 5 PM at 2275 Collingwood.&lt;br /&gt;Please continue to contact me with questions, concerns, or the need for clarification. Dansack will be sworn in at the regular meeting of the board on February 9th, at 5:30 PM at the ALCC. Dansack is a resident of Anthony Wayne Local School District, and the father of a student at Monclova Elementary. The following is the governance structure for the year: President - Angela Zimmann, VP - Karen Krause, Penta Board Rep - Joe Rutherford. Committee appointments remained unchanged from last year, although there are a few vacancies due to the lack of a 5th board member. The special meetings to appoint a new member are scheduled for Tuesday, Jan. 19th (1:30 PM) and Thursday, Jan. 21 (4 PM). There are seven highly-qualified applicants for the position. It is encumbant upon the board to appoint a new member prior to the end of the month, and I will post as soon as a decision has been reached.&lt;br /&gt;I will travel to Columbus on Jan 22/23 to be installed as a Trustee for OSBA, and to Findlay on Jan 30 for a Board Presidents' Workshop. Judy has served for twelve years, in a number of capacities, and she has overseen advancement in the LSESC, including the growth of the Challenger Center; it was fitting, then, that we enjoyed a presentation about the Challenger Center by Reed Steele (if you aren't aware of the Challenger Center, check out this link: &lt;a href="http://www.lucas.k12.oh.us/index.php?section=107"&gt;http://www.lucas.k12.oh.us/index.php?section=107&lt;/a&gt;)&lt;br /&gt;&lt;br /&gt;With Judy's term ending, we have an opening on the board. In order to qualify, an individual must reside in the Anthony Wayne, Ottawa Hills, Springfield or Washington Local school districts. An appointment can be made no EARLIER than Jan. 11 and no later than Jan. 30th. Lunch was served, and Superintendent Delisle was joined by the superintendents from our member districts, as well as the LCESC administrative staff and the board of the ESC. She spoke eloquently about the Race to the Top in education, and the big plans that the federal and state governments have in mind. She explained that Ohio was anticipating about 165 million in federal funds, but it looks as though we will be the recipients of somewhere between 200-400 million... good news.&lt;br /&gt;In other news, we had our board meeting tonight at the ALCC, where we honored over fifty students from local districts, and it was announced that 94 students recently graduated from our GRE program. The ALCC will be host of their annual Thanksgiving dinner, prepared and served by the students on Wednesday, November 25th. I attended last year and it was a delicious meal complete with delightful company - the students did a great job.&lt;br /&gt;The next regular board meeting is December 8th. The December date will be the last board meeting for Judy Hansen, who has served for twelve years, and opted not to run for re-election this year.  The other two incumbants, Joseph Rutherford (current president) and Joan Kuchcinski, were re-elected. Two years of academic emergency put this k-8 charter school under fire from the state, and as a sponsor we are obligated to comply.&lt;br /&gt;Overall, the community schools we sponsor have increased in performance over the past year: 11% are Excellent, 6% are Effective, 35% rate Continuous Improvement (the same category at Toledo Public Schools), 10% are Academic Watch, and 30% are Academic Emergency. Governor Ted Strickland.&lt;br /&gt;&lt;br /&gt;Indeed, this is the case. Those of us involved in education (parents, kids, educators, staff) can be thankful that in these difficult economic times, we have been spared the worst ramifications.&lt;br /&gt;Yesterday we gathered in Columbus and heard from Richard Levin, tax commissioner of Ohio, as well as Paolo DeMaria, the vice-chancellor of the Ohio Board of Regents, Richard Lewis, executive director of the Ohio School Boards Association, and several others, detailing the impact of the new state budget on our schools, as well as the myriad other alterations to the Ohio education system which we will encounter in the coming years. While there isn't time or space to go into extensive detail here, I can re-direct you to a complete link (&lt;a href="http://www.legislature.state.oh.us/bills.cfm?ID=128_HB_1"&gt;http://www.legislature.state.oh.us/bills.cfm?ID=128_HB_1&lt;/a&gt;) and provide some bulleted highlights:&lt;br /&gt;&lt;br /&gt;* State budgets MUST be balanced&lt;br /&gt;* Our state budget faced a 3.2 billion deficit (even AFTER stimulus dollars)&lt;br /&gt;* In order to balance, 2.4 billion in spending cuts were made; around 1 billion in income from Video Lottery Machines is hoped for (realistically, based on figures)&lt;br /&gt;* &lt;em&gt;&lt;strong&gt;What about the stimulus dollars? What will we do after this one-time money is gone?&lt;/strong&gt;&lt;/em&gt;&lt;br /&gt; - &lt;strong&gt;Several ways to think about this: this "one-time" money is actually replacing money which we normally do have, and likely will have again, in tax income once the recession is over (and there are signs that it is ending); also, in the state of Ohio, we have been dealing with a five-year tax cut plan, and the last cut is now taking place, so income from taxes will stabilize&lt;/strong&gt;&lt;br /&gt;* School funding has been reformed. Income to districts will be based on three components: college attainment (bachelor's degree) of the adults (over 25) in the district; district wealth per pupil; district poverty concentration. This is called the "Ohio Evidence Based Model," or OEBM&lt;br /&gt;* The Ohio Graduation Test will disappear, and be replaced by a test such as the ACT, a senior project, and course-end exams.&lt;br /&gt;* ESCs (like the Lucas County ESC) will receive the same funding for the next two years. A council has been formed to re-examine the role of ESCs and how to evaluate the services provided.&lt;br /&gt;* The Ohio Department of Education has been charged to develop curricular changes which will include financial literacy, increased foreign language education, increased fine arts education, education in entrepreneurship and enhanced computer literacy (beginning with grade K).&lt;br /&gt;* All day kindergarten everywhere across the state, with funding from the state.&lt;br /&gt;* Charter schools will have increased oversight by the ODE, but the funding mechanism remains the same. This was not the Governor's intention, but the Senate made the change.&lt;br /&gt; There are numerous other changes, but these are some highlights. At the meeting,  it was voted to permanently close the school for failure to meet standards of accountability. This means that the school cannot re-open with another sponsor; when we, as a sponsor, pull that sponsorship, the school is finished. Thankfully, Dayton has a number of other schools where these students, who were mostly involved in drop-out recovery, can continue their education. Closing charter schools is no easy task, and certain specific legal protocols must be followed in order to be fair to all parties involved. While closing this school is a drop in the bucket, and we yet maintain sponsorship of 70 schools, it serves as a warning and an example: levels of accountability must be maintained, for this board is determined to serve its constituents with integrity and the highest standard of professionalism.&lt;br /&gt;On the same topic of integrity and professionalism, it has come to the attention of the Building and Grounds Committee (chaired by Judy Hansen) that significant renovations are needed in the ailing heating/venting/air conditioning system at the Collingwood Center. While costly in the short run, the time to take action is now, as we are in the midst of a renovation project already, which will require a portion of the building to acquire an HVAC system. Additionally, we are receiving over $100,000 in funding for the  building renovations (not the HVAC), since the area will be used by the State Support Team - Region 1, located in our building. The bid came in at just under $400,000 - the best bid for what we had decided was the optimal system for us at this place and time. This is to start shortly - so watch for a new and improved Shuer Center by the time the leaves change color in the fall.&lt;br /&gt;&lt;br /&gt;We reviewed the performance of the Superintendent, Sandra Frisch, and Treasurer, Richard Cox. Both were found to be meeting or exceeding expectations in every category. It was noted that Mary Taylor, State Auditor, had paid a visit to Mr. Cox with very high praise for his work at the ESC.&lt;br /&gt;&lt;br /&gt;The board elected President Joe Rutherford to be the delegate at the annual OSBA business meeting in Columbus in November (Nov. 8-11). I was elected as alternate.&lt;br /&gt;&lt;br /&gt;It was noted that The Highlighter, our quarterly newsletter, is now an online publication; this saves considerable cost for our organization. Their concern - which you may have heard about already, and if not, you probably will - can be seen here: &lt;a href="http://www.foxtoledo.com/dpp/news/wupw_Dispute_over_West_Toledo_school_05132009"&gt;http://www.foxtoledo.com/dpp/news/wupw_Dispute_over_West_Toledo_school_05132009&lt;/a&gt;&lt;/p&gt;&lt;p&gt;While our board listened closely to their concerns, our opinions can't matter: legally, we can do nothing about the location that one of our schools chooses... here is the official statement from Lucas County ESC:&lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;span style="color:#993300;"&gt;As a community school sponsor, Lucas County Educational Service Center (LCESC) has no legal authority over where (within the legal parameters as defined by the Ohio Revised Code) a community school chooses to purchase or lease a facility.  The Lucas County Educational Service Center does have the responsibility to provide technical assistance and assure compliance with state laws and regulations for all its schools.&lt;br /&gt;&lt;br /&gt;Ohio law requires a sponsor of Ohio community schools to provide written assurances to the Ohio Department of Education (ODE) of the following:  proof of ownership or lease of a school facility, liability insurance, a certificate of occupancy, satisfactory health, safety, and fire inspections, as well as a pre-opening site visit.  Ohio law does not require or encourage a sponsor to select a facility for an Ohio community school; rather, that decision rests with the governing authority of the community school. At the meeting, a number of items were discussed: it was noted that three of our board members traveled to San Diego earlier in the month to attend the National School Board Association meeting where U.S. Secretary of Education Arne Duncan sp0ke with us - he explained that never before in the history of our country has so much federal money been apportioned specifically for public education: these are exciting times to be involved with improving the schools for our young people. Changes are afoot, across the board: here in Ohio, House Bill 1 is being modified and when with its alterations it makes its way to the desk of the Governor, I think we will see differences in our schools... nothing set in stone yet, but keep watching for more days in the classroom, more services during those days, and a plan to make Ohio education stronger. As an ESC, we are proud to partner with our public schools and help this happen.&lt;br /&gt;Speaking of partnering with public schools, this morning I was at the "I Make A Difference" breakfast, sponsored by the LCESC, held at the Toledo Club, for Valedictorians and Salutatorians from the public schools which we serve in the county (and Perrysburg and Rossford, as well). These students honored a significant teacher who had made a difference in their lives - it was in impressive showing and I was pleased to see that a large number of our best and brightest students plan to stay in Ohio, and several plan to attend two of our fine local institutions, UT and BGSU.&lt;br /&gt;Finally, the roof on the Shuer center will be re-bid, with slightly different specifications. We were not prepared to spend half-a-million dollars on this project in our struggling economic times, so we are working to walk the fine line between demanding quality and seeking affordability. Camp Dates; General Operating Fund Up</title><content type='html'>&lt;em&gt;Let me begin this evening by once again reminding my faithful readers that in no way does the LCESC or any of its employees bear any responsibility for this blog; it is merely my opinion and observation, as a member of the board. I try to be fair and balanced, but I speak only for myself and only from my personal point of view.&lt;/em&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Charter Schools&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;The official statement:&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;The LCESC is taking the necessary steps to investigate and correct any financial instabilities in the Summit Academy Management Company, force oversight of SAM by the Summit Academy governing authorities, and ensure continuity of the schools' academic programs for its children with disabilities.&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;At the board meeting tonight, it was unanimously voted to serve twenty-four charter schools with a notice of "Intent to Suspend." These twenty-four schools are all under the auspices of Summit Academy Management (SAM). This intent to suspend is not a reflection upon the performance of the schools, but rather an indictment of the management company whose CEO has been placed on leave. The schools have five business days after receiving the letter to come up with a plan of action, which will then be reviewed by members of our board and a decision reached as to whether these action plans are acceptable or not. Keep checking the blog for updates.&lt;br /&gt;&lt;br /&gt;On a positive note, the LCESC voluntarily underwent a sponsor evaluation - a detailed procedure in which schools we sponsor evaluate us, and the Ohio Department of Education randomly evalutes a number of the charters we sponsor. Our score was perfect, on both counts. &lt;strong&gt;This is an example of how, whether we agree or disagree with the concept of charter schools, the LCESC strives for transparency and accountability for these charter schools under our watch.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Foreign Language Camp Dates Set&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;My kids will be there: July 20-24 at 2275 Collingwood, and the subjects will be &lt;strong&gt;Russian &lt;/strong&gt;and &lt;strong&gt;Spanish.&lt;/strong&gt; Open to grades 1-6 (divided into two levels), this camp is the beginning of a dedicated movement to offer foreign language instruction at the elementary level. The camp teachers are foreign language educators who are receiving special training in how to work with elementary-aged children. The cost is $175. Details will be forthcoming and if you want your child to attend, let me know - I can make sure you get the necessary forms!&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;General Operating Fund Peaks&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Fiscal conservatism has resulted in the highest operating fund balance in three years, at just over 2.5 million dollars, even in the face of difficult economic times. The natural follow-up question asked by constituents: What do you do with that money?&lt;br /&gt;Here are just a&lt;em&gt; few&lt;/em&gt; of the services the LCESC provides to the school districts in the community:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Special Education Services: occupational, physical, speech therapy, audiology and vision services; school psychologists; cooperative classrooms for students with multiple disabilities, emotional disabilities and autism&lt;/li&gt;&lt;li&gt;Student Programs: gifted and talented, preschool and Headstart, Alternative schools, dual credit to seniors&lt;/li&gt;&lt;li&gt;Cooperative Endeavors: insurance and purchasing consortia, assistance in search for administrators (currently involved with helping Anthony Wayne find a superintendent), state and federal grants&lt;/li&gt;&lt;li&gt;Professional Development: first-year teacher programs, leadership development, curriculum assessment and improvement sessions&lt;/li&gt;&lt;li&gt;Implementation of Federal and State regulations: licensure renewals, background checks, home-schooling, school attendance, child abuse awareness and prevention, education management information system&lt;/li&gt;&lt;li&gt;Community Partnerships - Challenger Center, ALCC&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Each of these components contains many other programs and opportunities. Last night we honored dozens of outstanding students from our eight member districts. Next Tuesday we will host the Lucas County Spelling Bee. The list goes on and on. If your child attends a school in Lucas County -public or private - there is a good chance that s/he has been the recipient of the services of the LCESC.&lt;/p&gt;&lt;p&gt;In other news, eight of our charter schools are on probation for academic issues: seven are not local, but Victory Academy in Toledo is one of the local charters on probation. This is a k-8 school which enrolls about 100 students. Updates will be forthcoming as the situation progresses. Accountability from the charter schools with which we are involved is of paramount importance.&lt;/p&gt;&lt;p&gt;The State Superintendent, Deb DeLisle, will speak at the Spring Conference of the NWO region of the OSBA on Thursday, March 12th, at Bowling Green State University. Tickets are $30 and include a wonderful meal and entertainment by the Otsego Swing Choir! Joe Rutherford, current president of the LCESC, will be honored for his many years as a member of the NWO executive committee. I am attending this event - the public is welcome! Our new officers are &lt;strong&gt;Joe Rutherford, President, and myself as Vice-President.&lt;/strong&gt; Committee assignments for 2009 will be made at the February meeting. Our meeting times will remain the same: 5 PM on Tuesdays, except when we meet at the ALCC to give out awards - then, the meetings are at 5:30 PM. &lt;strong&gt;Our next meeting is Tuesday, February 10th at 5:30 PM at the Alternate Learning Center on Wrenwood.&lt;/strong&gt; As always, the meetings are open to the public.&lt;br /&gt;The second meeting followed immediately, and we accomplished the necessary business. The monthes and years ahead will be difficult for the LCESC and for all educational entities as we struggle to survive on greatly diminished funds. The LCESC has been "ahead of the curve," striving to be fiscally responsible and seeing the "writing on the wall" for funding cuts. Nonetheless, we have a &lt;strong&gt;budget of over 16 million dollars.&lt;/strong&gt;&lt;br /&gt;The rest of the business of the board was pro forma- approving resignations and replacements, accepting donations, congratulating our member districts on their accomplishments (Springfield High School JROTC drill team placed first in the competition at UT in December), and planning for upcoming events (we sponsor the Lucas County Spelling Bee to be held on Feb. 17, and plans are underway for the Foreign Language Institute to be held this summer).&lt;br /&gt;I have been appointed to the Executive Committee of the Northwest Ohio Region for the OSBA. I encourage you to explore these links if the subject is of interest to you!&lt;br /&gt;&lt;br /&gt;For those of you in the Maumee, Rossford, and Springfield school districts - the Lucas County ESC continues to provide state-mandated entry-year teacher training to your teachers, along with  training the first-year teachers at the ESC and at numerous parochial and charter schools. &lt;strong&gt;Ninety&lt;/strong&gt; first-year teachers are enrolled in the program (more than ever before), which matches them with mentors and provides extensive programming in how to succeed in the field of education. Rose Kandik is the director of this program at the LCESC. While Joe will continue on the Penta Board, the downsizing of the board results in the elimination of Judy Hansen's seat as of January 1, 2009. He follows Julie Muffler, who resigned to take a position elsewhere, but she will return periodically to visit. The Springfield Local School Board provides for every fifth grade student to spend a day at Challenger; Joan Kuchcinski mentioned that Pickett Elementary recently attended Challenger; this is a resource not to be missed in our community. At this meeting we will elect our president and vice-president for the coming year; s/he will take charge immediately, as our first general meeting follows immediately.&lt;br /&gt;As a sidenote, three of our board members are up for re-election in 2009: Judy Hansen, Joan Kuchcinski and Joe Rutherford. While I have not heard definitively, it sounds as though all three may well run; however, that should not deter any interested parties from taking out a petition and getting on the ballot. The race for my seat was contested: there were three of us running for two seats (Karen Krause - incumbent, William Michael (Mike) Spahr, and myself). The event included numerous learning tracks, and this year there were a special series of presentation specifically for ESCs. &lt;strong&gt;Did you know that there are 58 ESCS in the state of Ohio?&lt;/strong&gt; Approximately 23% of ESC budgets come from the state, and the rest is from local revenue sources (school districts who contract with the ESCs) or grants. It was pointed out that traditional school boards often are unaware of the work of the ESCs, these silent partners who work behind the scenes to enhance the educational experience in the communities they serve. The OSBA plans to work more closely with the OESCA to reach out and communicate more clearly with traditional school boards.&lt;br /&gt;&lt;br /&gt;Last night was our &lt;strong&gt;monthly meeting&lt;/strong&gt; at the ALCC, and again we had the privilege of honoring outstanding students from Anthony Wayne, Sylvania Southview and Northview, Ottawa Hills, Rossford, Perrysburg, Whitmer, and Springfield. We also honored a family of the month and a wonderful "Out of School" department within the LCESC which works to help students who have dropped out of school to earn their GEDs. Our business included updates from the treasurer and superintendent on the work they are doing to meet the board-assigned "focus areas" for the year. The next paragraph will highlight one of these focus areas, the foreign language institute.&lt;br /&gt;Importantly, &lt;strong&gt;the board took action to authorize the Lucas County Prosecuting Attorney to initiate litigation against two charter schools&lt;/strong&gt; with whom we are no longer involved: they owe the LCESC over $25,000, combined. Action will be taken against the Toledo Academy of Learning and Greater Heights Academy in Cleveland to collect on these debts as we continue to closely monitor charter schools and hold them accountable to the highest standards in an effort to protect our children and provide them with the best possible educational opportunities.&lt;br /&gt;&lt;br /&gt;Speaking of educational opportunities, &lt;strong&gt;do you have an elementary-school child who might like to learn Chinese, French or Spanish?&lt;/strong&gt; The LCESC is actively pursuing a foreign language institute, with plans to have foreign language daycamps next summer and Saturday schools in the works as well. I know two kids who will be at the camp: Seth and Chelsea, my children. One of the many, many blessings of serving on the board has been the opportunity for me and my family to witness firsthand the wide array of programs that the LCESC offers and to avail ourselves of them. Rossi &amp;amp; Associates will serve as the architects and overseers in the roofing project at the Shuer Center. They were chosen after the B &amp;amp; G committee met with several other highly reputable companies. The bids for the roof will go out in January or February, and construction will begin in the spring. The total cost of the project will be around half a million dollars.&lt;br /&gt;The board also voted to support the levies at Ottawa Hills and Sylvania, two of the schools which we serve. A number of grants were accepted as well. Next month, the meeting will be held on a Thursday instead of Tuesday, as the Ohio School Boards Association Conference takes place over the time of the normally scheduled meeting. This charter school had received an "Excellent" rating, but closed because the management company, Constellation, chose to withdraw its support. In record time, the parents of the students banded together and fulfilled every legal obligation, including hiring four certified teachers, so that the school can re-open on Tuesday, September 23rd.&lt;br /&gt;My stance on charter schools is typically a dubious one; I am an advocate of traditional public education, as evidenced by the choice my family has made in sending our children to Springfield Local.  I had a question for those who had traveled to our meeting yesterday from Menlo Park: &lt;em&gt;How do these parents and educators insure that their "gifted" children receive adequate interaction with other children?&lt;/em&gt; (I place "gifted" in quotation marks because I firmly believe that, in one way or another, every child is gifted.) I asked this in the context of my own experience, both as a child identified as "gifted" and as the parent of a "gifted" child. They had answers: the kids play soccer, participate in scouts, etc. The response was interesting...one parent mentioned that her child did not function well in a traditional public school, did not find himself to be challenged, and felt "different." Another parent came up to me later and said that her daughter just wanted to "fit in" and couldn't do that at the traditional public school. I understand and empathize with these positions,  and I support this option for these children or I would not have voted in support of the school. However, I see it differently...&lt;br /&gt;...the best education I received came in diverse, public settings where I had to struggle to find a niche, where I had to stretch, grow, experience rejection and learn that academic "giftedness" is only one of many talents that people possess. I had to learn side-by-side with kids who were rich, poor, black, white, boy, girl, and yes - academically gifted or "average" or even "academically challenged." One of my good friends during elementary school was a little girl named Robin who had mild mental retardation and development delays. Robin didn't care if I was smart or dumb; she was wise enough to know that if she would push me on the swings, I would push her back. I am grateful for Robin, and all that she taught me on a daily basis.  I want the same for my children. I want them to learn how challenging difference can be, and how the true servant leader can turn it from an obstacle into a learning opportunity and appreciate all stripes of human being. Last year, my son received a character award at his elementary school for "acceptance." Mr. Lee, his teacher, noted that Seth accepted kids of all kinds, and treated them all with equal respect. My son has been identified as academically "gifted," and that's cool - but the fact that my son can "hang with his homies" and love 'em all the same - whether their IQ is over 127 (the official number designating "gifted") or under - is, in my opinion, the greatest "gift" of all. There are 311 charter schools in Ohio; of those 311, only 25 received the ratings of "Excellent" or "Effective" (none received "Excellent with Distinction"). On the other hand, 159 received the rating of "Academic Watch" or "Academic Emergency." Toledo Public outperformed these schools with its rating of "Continuous Improvement." To be fair, the 72 charter schools sponsored by the LCESC (which comprises 24% of the total number of charter schools in the state) performed better than the state averages across the board. There are many more statistics available; if you are interested, let me know and I will be pleased to provide them to you!&lt;br /&gt;On to the roof: Nordstrom Roofing has been selected to complete the short-term repair for the roof at the Shuer/Challenger Center. We are in the process of selecting a design architect who will guide us through the selection of the company which will complete the overhaul of the roof due to take place next year.&lt;br /&gt;And the levies! We voted to publicly support the levies at Anthony Wayne, Maumee, Perrysburg, Washington Local and TPS, as well as the Lucas County MRDD levy. COSI, on the other hand, did not gain the official support of the board, although several board members expressed their personal support of COSI and the great value it brings to the community. The board reasoned that as a 501c3 organization, the levy fell outside the scope of the LCESC.&lt;br /&gt;A special meeting may be happening next Tuesday to discuss another charter school with which we have been a sponsor - the Lorain Academy for the Gifted, which closed (despite receiving an "Excellent" rating) due to financial losses. Parents are seeking to re-open the school under the name of "Menlo Park." That was the main topic of discussion at our regularly scheduled board meeting this evening, along with the usual approval of the fiscal report, the conferences attended by employees, and accepting some wonderful grants for early childhood education, etc.&lt;br /&gt;The roof at the Shuer Center (sometimes referred to as the Challenger Center, since that is where, among other entities, the Challenger Learning Center is housed) is in dire need of repair. There are numerous options, but one course of action is clear: we must do something. Hard numbers will be gathered by our treasurer and alternatives explored, but we need to act rather quickly in some capacity, even if it is just doing the work that can be done to stave off the inevitable for one more year. To this end, we are having a special meeting next Tuesday at 5 PM to look at the data gathered and work toward the best decision possible for those who work, learn and pay for the Shuer Center. Check the blog next week for an update of what happens at the meeting on 8/19/08.&lt;br /&gt;In other news, we are waiting for Pace Career Central to respond to the notice we sent them to suspend operations. The school, which was slated to open for classes on Monday, will have its doors closed and funding ceased. The opportunity exists for the school to provide a corrective action plan to the board, which must be submitted within five business days. If a corrective action plan is submitted, the board has three options: 1) vote to re-open the school; 2) vote to suspend operations indefinitely; 3) vote to close the school permanently.&lt;br /&gt;The students who attend Pace, which bills itself as a "drop-out recovery" institution (although it has not been given this status by the state) must be notified of the situation within two days, so that they can make alternative arrangements for education this fall. Dayton, which has the highest number of community schools in the state, has several nearby options for the students as well as the Dayton Public Schools.&lt;br /&gt;The Lucas County ESC currently sponsors 72 charter schools throughout the state. The LCESC Governing Board unanimously supports the passage of these levies.&lt;br /&gt;&lt;br /&gt;The LCESC has been moving toward getting out of the "bus business," and as of June 30th we will no longer be involved with any bus transportation. The sad news is that this resulted in a reduction-in-force, but the board has been informed that our outstanding transportation workers will be able to find employment elsewhere.&lt;br /&gt;&lt;br /&gt;Tomorrow night is the Board Meeting at Penta County, and it promises to be an interesting one. The Penta Board has had 11 members on it since its early days, but with the closing of the Sandusky ESC, that member stepped off the board, leaving the total at 10. An odd number is needed, and it has been noted that perhaps the total should be 9, and the seat eliminated would be one of the two that belongs to the Lucas County ESC. Our two representatives, Judy Hansen and Joe Rutherford, are investigating why the Wood County ESC would be allowed to retain two seats, while Lucas County would lose one, especially considering the high number of Lucas County students from Anthony Wayne and Springfield who utilize Penta. This will be reported in the traditional news media, so keep your ears and eyes open for this development. These are SB 331, 332, 333 and HB 532.  Here is a link to the site where you can type in the bill number and read them in detail: &lt;a href="http://lsc.state.oh.us/analyses/analysis127.nsf/All%20Bills%20and%20Resolutions?OpenView"&gt;http://lsc.state.oh.us/analyses/analysis127.nsf/All%20Bills%20and%20Resolutions?OpenView&lt;/a&gt;&lt;br /&gt;The bills are lengthy and I think it is better for you to look at the actual bill than to have me paraphrase, but suffice it to say that the bills are requiring increased accountability from charter schools: they have to do what they are supposed to do, or the doors will be closed - and for chartering agencies whose schools are on academic emergency or academic watch, these bills mandate that no more schools can be opened by that agency. The bills are not passed, but proposed. If you want to read the current legislation under which community schools operate, then you will really be "in the know" from a legal standpoint. Here is the link to that information: &lt;a href="http://codes.ohio.gov/orc/3314"&gt;http://codes.ohio.gov/orc/3314&lt;/a&gt; I encourage you to read it!&lt;br /&gt;Our ESC (Educational Service Center, remember!) is doing a lot of physical moving around this summer, as we transition out of several buildings and more of our activities are concentrated in the Shuer Center in Oregon, which houses the amazing Challenger Learning Center, and the main administrative facility at 2275 Collingwood. These are fiscally responsible moves - we will have the same programs at a lower cost. As a fiscal semi-conservative, I am pleased with this approach.&lt;br /&gt;Contracts for 2008-09 have been finalized with Rossford, Sylvania, Springfield, Perrysburg, Anthony Wayne, Ottawa Hills, Maumee and Washington Local school districts. What does this mean? It means that if the school district has a need - say, one day a week or twice a week for half a day - we can provide that. Perhaps the school doesn't need a full-time staff psychologist; we can provide the school with a psychologist for one or two days a week, and then that individual can be contracted for a different school for the other days. This saves the school district the time and energy required to find a high-quality part-time person. Oregon City schools are working independently this year: it will be interesting to see how that turns out for all involved.&lt;br /&gt;Remember that all meetings are open to the public, and that not only can you listen, you are also welcome to speak. I am very, very pleased with Springfield Local Schools, where my two children are (or will be, in the case of my daughter who is turning 5) enrolled. I am a strong advocate for traditional public schools.&lt;br /&gt;&lt;br /&gt;However, I am interested in schools such as "The Autism Academy of Toledo" which just had its second graduate. If my child had autism, I would look at this school. I talked recently with a teacher at a traditional public school (not Springfield), and she said that an autistic child could learn as well at a traditional school. I also know of an autistic child who is being educated at Springfield, and he has a paraprofessional that travels with him, and he seems to do well enough... I just don't know enough about all of this to have an informed opinion and I want to hear from the public. What do you know, what have you seen, what do you think? Please write... I know my kids will be getting involved with this and the board will follow up on larger scale implementation opportunities.&lt;br /&gt;&lt;br /&gt;The LCESC partnered with nine of our school districts to submit a multi-million dollar grant application for “Safe and Drug Free Schools.” This is a highly competitive grant, but we are excited about the possibility of obtaining it  - results will arrive in July.&lt;br /&gt;&lt;br /&gt;We approved the renewal of a large number of staff contracts, along with the elimination of some due to RIF (reduction in force) – since we will not be providing bus service after this year, we obviously do not need bus drivers and the like.&lt;br /&gt;&lt;br /&gt;Other business was attended to, but nothing out of the ordinary and nothing that caused any dissenting votes among the board members. Especially impressive was Hannah Miller of Perrysburg, daughter of Dr. Brian and Mrs. Dawn Miller, who received TWO awards - English and Social Studies.&lt;br /&gt;&lt;br /&gt;Last month I mentioned that four charter schools had been put on probation - all for financial reasons. Horizon Academy owed $185,000 for transportation costs, for example. $105,000 of that has been recovered, with the promise that the remaining $80, 000 will be paid by the end of the month. Next month, I will report back as to whether or not the funds have been paid. This accountability is important, and is happening under the direction of the current administration and board.&lt;br /&gt;&lt;br /&gt;Also discussed was "Jarod's Law," which was passed in September of 2007 by the Ohio Legislature, as the the result of the death of a six-year-old boy due to an unsafe cafeteria table. In order to prevent the use of hazardous equipment in schools, new regulations are being put into effect... total compliance will be necessary and will affect the LCESC as well as all other educational facilities. To read more about Jarod's Law, here is a link: &lt;a href="http://www.legislature.state.oh.us/bills.cfm?ID=126_HB_203"&gt;http://www.legislature.state.oh.us/bills.cfm?ID=126_HB_203&lt;/a&gt;&lt;br /&gt;Of course it will cost money to adhere to this important law, and the question of where those funds will come from is something else to figure out.&lt;br /&gt;&lt;br /&gt;It was unanimously determined by all present (Board Member Judy Hansen was absent) to renew the contracts of Superintendent Sandra Frisch and Treasurer Richard Cox, so that both would be extended until August 2013.&lt;br /&gt;&lt;br /&gt;It was duly noted that the ESCs in Ohio have been the recipient of funding cuts that total just under 10% per student. Unfortunately, we will need to pass these costs along to some degree, while at the same time we struggle to tighten our belts and cut any unnecessary waste. It is the board's desire to serve the schools in as competent and cost-effective manner as possible.&lt;br /&gt;&lt;br /&gt;The next meeting will be at the Collingwood Center on Tuesday, April 8th, at 5:30. This awards ceremony is a quarterly affair - also honored are a "Recognition Family of the Month" for a family involved with LCESC, such as the parents of a preschooler at the ALCC, and the "Job Well Done" goes to an LCESC employee who has performed exceptionally well. Sadly, the bad weather kept the attendance down, but the event was celebratory nonetheless.&lt;br /&gt;&lt;br /&gt;Accountability and transparency are very important to establishing trust in government, and last night at the LCESC meeting both were present in relationship to our work with charter schools. Four charter schools under our jurisdiction will be put on probationary status for failure to maintain financial obligations: two of the schools are located out of this area (Dayton and Xenia's Summit Academies) and two are here in-county: Horizon Academy and Horizon Math and Science/Springfield. The board will continue to follow the progress of these schools.&lt;br /&gt;&lt;br /&gt;Other business was taken care of quickly, due to the inclement weather. The treasurer's statements were approved and the minutes from the last meeting as well. The vote was unanimous. Other Board Members include Joan Kuchinski, Judy Hansen and myself. Each of us received several committee appointments to the six committees: Budget and Finance (Judy and Joe), Legal and Legislative (Joe and Karen), Personnel (Angela and Joan), Community Schools (Karen and Joan), Policy (Joan and Karen), and Building and Grounds (Judy and Angela).&lt;br /&gt;&lt;br /&gt;We went through the finance reports, which was pretty standard, and the treasurer did an in-depth explanation for my benefit as a newcomer. Did you know that the revenue for the LCESC is in the range of $30 million dollars? That revenue funds literally dozens of programs from which many of our county residents can benefit, if we continue to raise awareness.&lt;br /&gt;&lt;br /&gt;In the Regular Meeting, we approved the finance reports, and we discussed how with the increasing cost of gasoline (increased mileage costs, etc.), it is ever more difficult to meet the budget. This is a problem everywhere, isn't it?&lt;br /&gt;&lt;br /&gt;We noted how generous so many people were during the holiday season - the list of donations from the LCESC staff (hundreds of people) was inspiring: from collecting food at the Springfield Afterschool care (BASE) to contributing hats and gloves on the mitten tree at the Collingwood Center, the outreach was excellent.&lt;br /&gt;&lt;br /&gt;The county-wide spelling bee, which feeds into the Blade Bee, will be held on Tuesday, February 19th at the Maumee Theater at 7 PM - this is another event sponsored by the LCESC - did you know that?&lt;br /&gt;&lt;br /&gt;Charter Schools ... this is a "hot-button" topic for many people. Here's my disclaimer: My intention here is not to enter into any sort of debate, but simply to provide information. I'm very interested in listening and learning to people on all sides of the issue, since I see that many people with very divergent opinions genuinely care about our children. The LCESC is a sponsor for 72 charter schools (many of which are NOT in Toledo; and, to be clear, many charter schools in Toledo are NOT LCESC sponsored); the activities should be made public in as objective a manner as possible. I must admit that as a person with my own children enrolled in a traditional public school, I may not always be objective, and for that I apologize in advance. I will do what I can in this blog to be fair.&lt;br /&gt;&lt;br /&gt;The Community Schools update indicated that when value-added assessments are included, Ohio Charter Schools perform about on par with traditional public schools (78 to 76 percent). What does this mean? This data is very preliminary, and according to the report it will be "most useful when examined over time."&lt;br /&gt;&lt;br /&gt;The Community Schools director for the LCESC, Jim George, explained that the Main Street Automotive Magnet School in Dayton is on probation, but he told the B0ard that a specific corrective action plan had been submitted and was being worked on with a consultant on-site to improve performance. This is a school for kids who have dropped out of traditional schools - sort of a "back to school" type program.&lt;br /&gt;&lt;br /&gt;Of course we handled a lot of perfunctory business, such as approving a variety of contracts and resignations and conferences to be attended by employees.
